Based on the formal approval of Member state for activation of the application of the Commission Decision (EU) 2019/691 two models of registration are provided:

1. Registration of manufakturers of the Member state that approves the activation of the EU 2019/691 as the role Manufaturer/Importer, that is provided for the EO's in the MS in which there is no operational ID Issuer for the provisioning of unique codes for economic operator, facility and machine, just as for unique identifiers.
   1. AKD issues to the economic operators the Economic operator code, facility code and Machine code
   2. AKD issues unique identifiers for the unique and aggregated pack level identifiers.
2. Registration of manufacturers of the Member state that approves the activation of the EU 2019/691 as the role External manufacturer, that is provided for the EO's in the MS in which the registration procedure is established and operational and the registry of registered Economic operators is formaly exchanged with secondary repository. 
   1. AKD registeres the EOs' as External manufacturers using the EOID provided by National ID Issuer
   2. AKD issues unique and aggregated pack level identifiers.

The registration is enabled trough https://idissuer-eu.akd.hr 

The registration of the first retails is not supported, according to the regulation set trough EU 2019/691.
